Its wording is “targeting,” which is important: these numbers describe intended frame-rate targets, not an independent test showing a perfectly locked result in every scene. The developer also states that PS5 Pro receives overall visual enhancements.
The 60 FPS-targeting mode is delivered through the launch patch. If you are comparing an earlier console demonstration with the final mode list, use the newer developer announcement. Installing the launch update is part of accessing the announced Performance Mode.

Choosing a mode without a false promise
Performance is the mode to investigate first if motion smoothness is your priority. Quality is the alternative to compare when you prefer visual presentation, while Balanced sits between the two announced frame-rate targets. The exact visual tradeoffs should be judged in the released game, not assumed from the mode names.
The announcement quoted here does not establish a resolution for every mode or a universal display requirement for Balanced. Check the game’s display guidance for your own console and screen. A target of 40 FPS alone is not a complete specification of how that mode will behave on every television.
PC and other platforms
